- 属于以下国家的公民：加拿大，爱尔兰，英国，美国，并且在以上国家或澳洲，新西兰工作和学习超过5年
- 在澳大利亚，新西兰，加拿大，爱尔兰，英国，美国，通过至少两年的学习获得当地的学士学位；a recognised qualification (SM8) comparable to a New Zealand level 7 bachelor’s degree and gained in Australia, Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States of America as a result of study undertaken for at least two academic years in one or more of those countries; or
- 在澳大利亚，新西兰，加拿大，爱尔兰，英国，美国，通过至少一年的学习获得当地的8级以上学历；
